Update for LIRA-SAPR 2013 R3 is presented.

Main modifications presented in the update:

    - Corrected algorithm for analysis of transverse reinforcement according to SP 63.13330.2012 (after consultations with authors of the building code).
    - Modified procedure for generating normative /characteristic values of DCF (incomplete list of values was generated).
    - Enhanced program interface.
